The carbon canister absorbs the gasoline vapors from the gas tank. When the engine is at high vacuum, i.e. at idle, the vacuum draws the absorbed gasoline vapors into the intake and burns them.
It could be a bad carbon canister, though they are usually good for better than 100,000 miles. It could also be the rubber hoses that run to the carbon canister from the fuel tank and from the carbon canister to the engine intake are loose, cracked, leaking.
