I don't know about the legality of driving barefoot, but I'll tell you a sobering (totally true) story...
I was driving my '89 Turbo Convertible into the mountains about three years ago near Sacramento, CA. It was hot day, and I had the top down, and was wearing shorts and sandals.
Ironically (why in a moment...), I thought it would be much safer to drive without the sandals on, or barefooted, because if I needed to move my foot quickly between gas and brake, they might get hung up (size 12's).
As I climbed the hills, I noticed the temperature guage on the starting to inch up, and looking down at it for maybe 2 seconds, I neglected to notice that the $60,000, brand new BMW in front of me had slowed down for wreck five cars in front of him.
I was going about 70, he was doing about 30 and braking, and I hit him so hard that it broke the back of his seat, and crunched ripples about 70% of the length of the car. (His car was repaired. Mine, which saved my life, I believe, was not.)
And me? Well, when I tried to get to the brake at the very last second (in my bare foot), I (mostly) missed. The pedal caught my smallest toe, and nearly ripped it off, ripping the webbing between my 4th and 5th toes about two inches up into the foot. There was blood all over the floor of the car, but since it was totalled, I wasn't all that concerned.
Ever get a innoculation stuck between your toes? And stitches there while you watch? It hurts. Along with the broken bones and ripped tendons, I didn't walk (or drive) very well for weeks.
I don't recommend driving barefoot. Or in sandals, for that matter...
