The BPC regulates the boost pressure based on signals it recieves. The Engine Control Unit (ECU) pulses the BPC to vary the amount that the turbocharger wastegate is open. As I understand it rather than just open or close the solenoid, and therefore open or close the wastegate; the ECU pulses the BPC solenoid, varying to pulses from slowly to barely open the wastegate to quite quickly to fully open the wastegate, and obviously can pulse for all positions in between.
The BPC can be loose enough in its mounting to 'buzz' when pulsed. That is why getting a better or tighter mounting may help.
