I have heard that you can get it in a spray can at Home Depot/Lowe's ( I haven't had time to look yet). You can defenitely get it from mail order places like Griot's Garage.
What I would do is scrape off all of the surface rust and contaminated paint with a wire brush (either hand held or the kind that attaches to an electric drill) until you are left with bare metal. Note: only remove the rust, stop removing paint when you can no longer chip rusty paint with a screwdriver, penknife, or finger. Next, protect the surrounding "good" paint by taping off the area to be painted with freezer-type paper and masking tapre. Then apply the rust converter. Usually it takes 2-3 thin coats, just follow the directions. Finally, apply the color paint. It was a small area and I just slathered on touch up paint. Not very pretty, but: 1. you have to know where to look, and 2. it sure was better lokking than rust on a blue car.
