boost pressure/acceleration fluctuations

Got a chance to test my car out this weekend on a little road trip. (1995 900 S Turbo, Saab Sport exhaust, SQR ECU, K&N filter, Forge BPV). the ECU is supposedly setup as follows:
1st - 0 psi
2nd - 7 psi
3rd - 13 psi
4th - 25 psi
5th - 25 psi
In 1st I get 0 on the boost guage, as expected, in 2nd and 3rd I get a spike up to 20 then it backs off to 15 and holds steady. In 4th and fifth, I get an oscilation between 15 and 20 psi and a corresponding acceleration fluctuation to go along with it.
I have checked everything my mechanically-challenged mind can think of (hoses, new plugs, set base boost lower).
Any suggestions?
