Check your fuse again, it should be a 30A located in the side of the dashboard. If it is blown (or even if it isn't), check for fraying of the wire bundle at the seat to seat back junction that can be exposed when you flip the seatback forward. The bundle is located on the side nearest the center console. Wiggle the bundle and try the seat controls again. This is what happened on my 94 model. I eventually had to remove the seat and splice some new wires in and jacketed them in heatshrink tubing for better wear resistance.
Also check with a mirror and flashlight the wire block connectors under the seat and make sure they are tight.
The switches could have failed as my drivers side did. Got a used switchblock from GoldWing.
