I don't know what the turbo will do. If the shaft is free to turn, I expect that the exahaust pressure will simple blow it open and you will not get boost. In normal operation, the valve is held closed by the spring in the actuator capsule.
I think that the acutator arm has come off the wastegate lever. Yes, as small wire clip usually retains it.
