I am not sure about the config of your window controls as I have a 96 SET that does not have a one-button-does-all control.
But...
I had a similar experience in that the RL window would not go down using the button on the center console. But, it would work properly using the RL door button.
It turned out to be the button module on the center console. It had gotten pretty gunked up with stuff spilling down there over the years and that particular button's contact were not making good contact.
Removing and cleaning the module solved the problem.
There is a post here somewhere that describes, in detail, how to do it (search for window buttons or something like that). Of note, make sure when you dissassemble the module after removing it from the car that you do it over a towel or table since there are a bunch of little pieces in there that fall out if you're not careful.
This is worth a shot, if possible in your car, as a replacement is $$$.
