I'm not sure, but if it's the instrument cluster rheostat, I think the instruments just go DARK not "flat." Search around on the board; tons of posts on this.
I had the same symptoms with my 1994 900 SE V6. Mine usually happened within the first few mins after start up, and went from occasional to frequent within a couple weeks. Some outages would trigger the SRS light, which wouldn't go out without a trip to the dealer. Took the dealer 3 times to fix it. The first time they reset the SRS and said it was "nothing." Next they replaced the ignition switch. (In retrospect, it could NOT have been that because the car kept running just fine!)
The final time after many hours of labor (that we argued about when I paid for it) they replaced the instrument cluster with a used one. That solved the problem 100%. You might read more on the rheostat, instrument cluster, and ignition switch problems on the BB archives here. It sounds a lot like the cluster to me.
I got a good deal on a used cluster ($125) but it cost 6 hours labor in addition to the previous failed attempts. Good thing the per hour rate is reasonable. Replacing the cluster can actually be done at home if you're adventurous (it's in the Haynes) and have confidence in your skills. But you cannot reset the odometer of a new cluster without a Tech 2! Also note that they cannot be rolled back. Any used one will have to have lower mileage if you want to resume where you left off.
