Again, remove and check the plugs so you know what they look like. Are you using off spec plug? Are the gaps on spec. Check for cracks in the ceramic insulators of the plugs, inside and out.
The RGF-II fuels are low volitility. Translation: hard to ignite. If the injectors are not clean, the spay pattern gets bad and that alone is a frequent cause of starting problems. Low temperatures make this worse and a rainy day can certainly be cooler.
Any oil inside the distributor cap? A leaky seal in the distributor is at fault.
The cables, boots, cap, rotor and coil faces need to be clean and are easy to clean. Check that the boots are fully seated.
We have history of the fuel pressure regulators (FPR) failing after the fuel filters are changed. Why... We don't know but lack of sanitation at the discharge end of the filter is suspected. Only cure is a new FRP. Several have DIY'd this. Perhaps your unit has gone marginal and cooler damp days take it over the edge. Did the starting issues start before or after the fuel filter replacement?
So consider the plugs and Techron Concentrate and then the FPR. Check for oil inside the distributor.
