after a wash. If you get black paint on the cloth or foam you are using, then it doesn't have a clear coat.
If the scratch is in on the clear coat, you can use the sand paper as well, I see no difference in whether it has a clear coat or not. Then you can use a scratch remover followed by a mild abrasive polish to finish it up. I polish out minor scratches on my silver '95 9K that has a clear coat the same way.
Are you trying to remove real scratches or swirl/polish marks ? Are the scratches deep enough to catch your finger nail ? If so, are you thinking of touching up first then sand ? Are you wondering what to use in filling the scratches, clear coat or paint right ?
My guess is that it doesn't have a clear coat but my latest black 9K is a 1992 and it doesn't have a clear coat; but things might have changed since then.
