Usually methyl alcohol, occasionally isopropyl alcohol. The balance is water plus a bit of detergent. For really low temperature usage (freezes at -40F) a few wash fluids use a little propylene glycol in the fluid as well.
The amount of alcohol varies with the freezing point of the wash fluid.
For example 20/10 windshield washer fluid is rated like this:
Anti-Freeze Protection to +25F = 10% methyl alcohol
Anti-Freeze Protection to 0F = 21% methyl alcohol
Anti-Freeze Protection to –25F = 33% methyl alcohol
Anti-Freeze Protection to –40F = 40% methyl alcohol
I would suspect that Saab uses a high alcohol percentage fluid (like 50%) as a factory fill ddue to the possible extended cold conditions while the vehicles wait for transport.
