I get some kind of degreaser, such as Greased lighting, spray it into the fender well and use a soft brush to scrub. I would not use greased lighting on the the wheels as it seems to be kind of harsh and strip paint off. After the scrubbing I hose them out with lots of water.
After hosing the fender wells out I use whatever I am spraying on the tires and spray that into the fender wells. I have found Stoners More Shine Less TIme, I think that is what it is called, works well.
