Removing Tree Sap, Road Tar, etc. from the Paint:
You want something that will dissolve the pitch without harming the paint. Be very careful about 'scrubbing' the area to remove the pitch as that will likely leave minute scratches in the paint.
In order of least harsh to most harsh, I would use:
Car wash soap and water (put the solution on a sponge and let it soak on the pitch for awhile).
Straight car wash soap.
Rubbing Alcohol (typically 70% pure isopropyl alcohol).
Denatured alcohol (90% pure methyl alcohol, found in the home center solvent section).
3M Adhesive Remover or 3M Tar and Pitch Remover (from the local auto parts store).
Mineral spirits (found in the home center solvent section).
Just remember to wash and wax the section after you remove the tree sap, etc. as the solvent will have removed any wax that may have been present.
