Yes, the white you see is the primer. You can leave them alone or touch-up if you o desire. You can get touch-up paint from the dealer. Often the touch-up jobs are as noticable as the chips, especially on metallic paints like silver.
Here is a link all about rock chip touch-up that really covers everything. You can follow all the steps, or skip some for a faster job, depending on how perfect you want the job to look.
