You probably have lots of small embedded items in the paint (bug parts, dirt, tar, road debris, etc.) The proper use of a clay bar is to remove these embedded items and leave the surface smooth for waxing.
Griot's Garage, Mother's and others make good clay bars. Be sure to wash the car prior to th use of clay, preferably with a strong detergent soap like Dawn dishwashing liquid. Use plenty of lubricant (typically an "instant detailer") with the clay bar.
