Any ways to beautify the rear spoiler on the 9-3?

I have a 1999 9-3SE that has the black spoiler just below the rear window and it really doesn't look great. It seems a bit faded and there are some slight purple veins in the finish. (I think the previous owner lived in Southern California, so maybe too much sun.)
Anyhow, I'm guessing it's just metal that's painted black? Would this be something to have buffed and waxed? I just didn't know how best to treat this surface.
