My answer would be whenever it gets above freezing so the rinse doesn't end up freezing in a crack. Water expands when it freezes.. so it can be damaging.... makes mole hills out of mountains..
Going into the Winter it is a good idea to have a good coat of wax on as well..
The old timers would wait for a hot dry spell in the late summer, spray down the underside with old motor oil and find a dusty road to drive down.. made a great undercoating system...it would last all winter and wear off by the following fall..
Avoid driving in the high salt times. just before, during and after a storm.
If you are new to Mass , you might be new to the concept of a frost heave.. ususally assocoated with a culvert or ledge, a forst heave appears when we get thaw/freeze/thaw/freeze in the late winter spring and these sections of road are known to lift as much as a foot int he middle of the road.. hittin one a any speed does nice things to the suspension if not sending you airborne...
