Can I spot-paint the bumper??

I posted on this a while back but wanted to follow-up since I just got a $400 estimate for this work.
My 1999 silver 9-3SE has two spots on the front bumper -- roughly .75" x 2" each -- that got scraped on the pavement when I was pulling out of a steep driveway.
Originally I thought I could possibly touch them up myself since it's not a real visible area (it's more down low near the fog lights on the spoiler portion), but then thought I ought to leave it to a pro since I've never done anything like this before. It seemed like a couple little spots would be cake-walk for them to fix, but then I went and got the $400 estimate. They said they couldn't really just touch up the two spots as the paint would never really match (I think they said it would look darker); thus they said it was necessary to paint the entire bumper.
So...what do people think on this? I'm still convinced that only the two spots themselves need to be painted, but who am I to judge. The paint itself is scraped all the way off in these spots, and I know I can purchase primer, paint, and clearcoat for around $60. My question is, is the body shop right? Will it not look good or match? I would think silver would be one of the more forgiving colors to work with but I do understand that paint lightens with time, so I just wanted to see if this is something I should undetake or not.
