Anything you put on it will streak the paint when it rains. You can try a bunch of products...Vinylex, peanut oil, Mothers back to black and it will look good but it will streak. I've always just used some diluted Simple Green or similar cleaner and a scrub brush to clean the spoilers on my '90 and '94T-conv. and they have stayed looking good. If you put something on it however, if you are prepared for the streaking, it will likely only take a few applications to rejuvenate the look and it will eventually stop streaking.
As for the bumpers...you can try a mild polish. They are just painted. This may take the old layer of paint off and reveal a new one. The best thing to do is take them off and respray them. More work obviously with some light sanding and them painting them but they turn out great. I recently did the bumpers on my '94 convertible for about $30 and a weekend of time. Use the SEM bumper paint...do a search here on saabnet for the color code. Very easy to apply and get great results with. But...with an SPG...you would also want to resray the panels...which creates even more work for you. No one ever said that love was easy though. If you can find the time it seems like with your car and it's nice paint, will only look even more new with the bumpers and panels painted.
