proper ground and rust

Is there any connection between an improper ground and increased rust.
My 1993 9000 cde gives me a shock sometimes when I touch the door after driving. Sometimes as I put the key close to the lock I see a spark jump across.
The hood of my car is very rusty (from inside out) and the roof is rusting in a pattern surrounding the sun roof and in a line between the two passenger doors.
Anyone ever use one of those strips of material that hangs down from the back of some cars and touches the ground???
