Just a quick question - is the paint clearcoated or single stage?
If its clearcoated and will not shine up in spots, my guess is the clearcoat has failed in those areas. Not much you can do short of a respray.
If its single stage, you might want to try to wetsand the dull spots then buff out. I'm assuming there is enough paint to sand safely. Only way to know that is to measure with a paint thickness gauge. You'll prolly have to visit a body shop and let them do it as electronic gauges are expensive.
I can't really say what is going on with the soft spot you described. Could the vinegar "softened" the paint? Maybe. It's hard to say without seeing it. Maybe a visit to a good bodyshop for some professional input would be helpful.
