Yup. Orange peel is a paint condition created during application of the paint. Could be due to a "dodgy repaint" but is common on many factory paint jobs as well. Keep an eye on cars in parking lots as you walk by and you'll see more.
A good autobody shop can also do colour sanding/buffing to give you a more mirror-like finish, depending on what paint is already on the car. If it is a thin, factory finish with no clear coat it might not be possible. A base/clear bodyshop finish with thick clear coat can be sanded like crazy.
You're probably looking at 8-12 hours labour though.
