Is it possible to just re-do the clear coat?

The factory clear coat on the hood and roof of my red '87 9kT has really deteriorated, is flaking off and making the car look terrible. The paint on the rest of the car still looks good. Is it possible to sand off the clear, get down to the base coat and then re-paint just the clear?
If so, any tips on what paper to use for the wet sanding would be great, and also what clear to use. Is there anything available in a can that would be effective, or would I really need a proper paint gun for this.
Of course a complete repaint would be great, but really isn't in the cards in the near future unfortunately.
