Sunn damaged Spoiler

The Australian sun has severely damaged the surface of the spoiler on my 1993 900 classic convertible. Basically the black surface is now mostly white and no products such as 'Back to Black' make any difference. I think my best bet is to paint the spolier and would like advice on the best product or way to go. The side trims running just under the windows are OK in colour but have a few 'spider web-like' lines so I might treat them at the same time - do they just pull off?
