If you can tell that its been repainted, then yes, it will affect the value, if you cannot tell, then no, as most people will never know the correct color of their car if its been changed.
With a car that is over 20 years old now... As long as they have a clean title, they kinda hit a price point where they stick, and unless you have a collectible classic, There isn't much you would do that will change it's value, as long as it hasn't been in an accident, the car drives, and the major accessories work (A/C, Windows, Radio) and it is complete (not missing door panels, or carpets)
