Having owned both a 1996 9000CS converted to full CSE specs and a 1999 9-3SE, I would have to say due to your needs that you should find a 96-98 9000CSE or Aero. You will find that the greater passenger room, cargo capacity and quieter highway cruising will suit your purposes better. Also, the 9000 from my experience obtains slightly better overall gas mileage by about 1-2 mpgs over the 9-3. The only downside to obtaining a 9000 is their somewhat noisy ACC system fan which can be manually overridden but always resets itself once you start the car. This doesn't happen in the 9-3. Other positive aspects to the 9000 are a more luxurious interior if it is a CSE or Aero model, more compliant ride, less rattling and better off-the-line performance as well as passing on the freeway. In terms of DIY ease, I would say either car is a toss up depending what you need to have done. Hope this information helps you with your comparison.
