Road & Track did a comparison test a year or two ago to see how accurate speedometers are. European speedometers were the least accurate, and always read high. Japanese speedometers were in the middle, and American speedometers were the most accurate. All governments allow speedometer readings to be within a similar percentage of the true speed, but apparently European governments never allow speedometers to read low from the factory. The US and Japanese governments allow a more normal +/- percentage error, so they can be a little high or a little low, and don't tend to be as far out of whack in either direction as a European speedometer can be.
