Believe it not there ARE some tire places that actually do quality work. I had new tires put on a few weeks ago at the costco in Greensboro, NC. Not only did they use hand tools on the lug nuts (bolts), the also lined up the yellow manufacturer balance dot exactly to the valve stem like you're supposed to, and used a torque wrench on the lugs. They even have a gadget they kick against the tire while torqing to prevent the drive train from absorbing the wrench torque.
