The large multi-national tire mfr's own tire plants worldwide which mfr tires under dozens, maybe hundreds, of brand names. If you look at the global websites of Michelin, Goodyear, and Bridgestone, you can probably find a list of all their tire plants.
Obviously not every plant makes the same tires nor do they employ they same technology and equipment. The Big 3 are trying to cover all the bases worldwide in terms of market share and production. Owning many tire brands and distribution pipelines is smart business for them.
IIRC, Regul tires are mfr'd and distributed exclusively by Heafner Tire, which was bought by American Tire Distributors (ATD). Like other huge tire distributors, ATD probably owns the molds for Regul Tires and contracts Michelin NA to produce them in one of their plants. This is pretty common with private label tires. Since Michelin NA owns BFGoodrich, Uniroyal, and small brands like Riken, Cavalier, Medalist, etc, there are plenty of plants to make Regul. But I would not assume Michelin technology is in Regul tires.
