but I am cynical enough to realize such changes will take forever since we have some of the best politicians PAC money can buy.
I'm not sure tax incentives are enough. A $500 break is nice, but it's a one-shot deal, like a rebate on buying the car. Better to have it be ongoing so there is a consistent incentive to have fuel-efficient cars. It should also work the other way: so there is an annual penalty for driving inefficient vehicles. But then what about businesses who need large vehicles? Taxing them just passes the costs along to consumers (so it's inflationary). What about people who simply have a lot of kids (I have friends who didn't plan it but have twins and triplets.)
This gets REAL complex. The various European models, where cars are taxed on displacement or weight or # cylinders, etc., is probably better. Then states and the fed govt can split the revenue.
A buddy of mine thinks back to his first car, a 1961 Austin Healy Bugeye Sprite that got almost 50 mpg on the highway (as did my 63 MG MIdget) and laughs at the hybrids making a big deal out of their "amazing" mileage.
But I doubt we'll see any progress in the US for another decade or so. Gas is $2+ a gallon and SUVs are still being sold. Won't change until it is about $4, IMHO.
What will be interesting to see is how the new hybrid Ford Escape sells. It gets 40 mpg, and may be a hint of what is coming.
