The electrostatic filter method is quite effective. However, the lack of a fan on the Ionic Breeze means it can only clean stuff out of the air at the same rate that the pollutants are slowly diffusing out the room. With a breeze and pollen (for example) coming in, it is quickly overwhelmed. Or, since you mentioned cigarettes, it'll really only work well in a closed room to clean the particles from the air. The solution is to use a fan to get more air to pass through the IB, but at that point you might as well just buy one with a fan built in since it'll work much better.
I have a largish Kenmore with a paper filter that's pretty quiet, hardly uses any electricity, and is very effective at cleaning the air. In 3 years it has yet to indicate it needs a new filter.
