He's actually correct :(
Usually when you compare the same model tire with different speed ratings be it H, V, Z, etc they use a different compound. The slower the speed rating the less sticky the tire is & also the less re-inforcing of the sidewall to allow the car to handle higher speeds not only going straight but also around turns.
Also if you did decide to do some high speed driving the H tire ended up blowing Sears or whoever sold you the tire could of opened themself up for a major lawsuit
