gasoline prices according to different octane level

All below gas price thing kindda got me thinking. my 9-3 is recommended to use 90 OCT or higher. The salesman told me I can get away with 89 OCT. So I been using this since I bought my car in Nashville, TN.
If I remember it correctly, gas price increased by 10c when the grade goes up. for example, 87oct $1, 89oct $1.10, and 91oct $1.20
However, here in Seattle, it goes up by 20c from 87 oct to 89 oct and 10c from 89 oct to 91 oct... Is this common only in the West Coast? or is this also the case in the East Coast? Or not common at all?
