That Craftsman is ok. Yes, Snap-On or Proto wrenches are $200+, and they are better, but they still need to be calibrated at the same frequency. You should calibrate your torque wrench regularly, but if you rarely use it, regularly can be a long time. The ASME standard says 5000 cycles. Just make sure you don't drop it, that will affect its accuracy. I'm sure you can find a place to calibrate it for $40 or so.
Also note that no wrench is going to be accurate below 20% of its maximum range, regardless of where the scale goes down to.
