1. When German uses "Flatform" by VW. it means more likely engine + transmission + Suspension + steering + brake. that doesn't include underbody such as floorpan.
For Example, VW's GOLF and POLO (Smaller than GOLF) using shared engine + trans + steering component + brake component. and floorpans are more likely diffrent but mechanical components parts are shared up to 86%
Most important of German term is you can make same flatform vehicle in same producing line. So, VW made GOLF,JETTA(BORA),POLO in the same line.
If there is need, they can produce audi A2 or A3 or SCODA OCTOVIA at VW's production line since most of mechanical parts are same.
2. In English Term (more likely GM & Ford)
They mean floorpan. They stratch or shortened floorpan and lots of shared body parts. Their flatform most likely doesn't share mechanical part however brake + steering + partial suspension parts are more likely include at the list of shared parts.
From Saab 9000. it's most likely shared some of mechanical parts and underbody. (Not include engine however piece of shi* V6 engine was included)
For NG900. they stratched floorpan and using some suspension + steering components.
For 9-3SS, they basically Shared underbody. but stratched/shortened was included. They sharing steering components + electronic components (such as ABS module) and basic structure.
Underbody means more like floorpan and body structure of front and rear. (doesn't include roof line) and suspension components (like rear axle for FWD) and system connection point for electronic + hydrolic system.
