If handling is a consideration, you may find that putting a bag atop a rear rack worse than using a pair of panniers -- the CG is higher. Consider strapping some equivalent weight to your rack and ride around a bit to see how it suits you before deciding on a bag like the one you link to.
There are a lot of commuters in Seattle; by far, the most popular panniers are rolltops by Ortlieb. Durable as hell, and completely waterproof. Not cheap, though.
I've seen folks riding with two, low, front bags only; however, in my experience, the front bag set-up is best with rear weight, too.
