Here is a link to http://www.toptiergas.com that talks about how the leaders in the car industry have endorsed "top tier" gasoline to help combat engine deposits.
In the section titled "deposit control" the technical standards are discussed and the statement is made in Section 1.3.1.2, Base Fuel, that:
"Base fuel shall have the following specific properties after the addition of ethanol:
1. Contain enough denatured ethanol such that the actual ethanol content is no less than 8.0 and no more than 10.0 volume percent...."
So this level of alcohol must somehow be advantageous in gasoline. Maybe by reducing deposits, or emulsifying water, or whatever. This means all top tier gasolines contain this level of alcohol.
From the section titled "Retailers":
"TOP TIER Detergent Gasoline Retailers
Gasoline retailers must meet the high TOP TIER standards with all grades of gasoline to be approved by the automakers as providing TOP TIER Detergent Gasoline.
In addition, all gasoline outlets carrying the brand of the approved retailer must meet the TOP TIER standards."
