You are right. But the cost of the alcohol to the general public is often greater than the cost of the pre-mixed washer fluid.
Also DO NOT use rubbing alcohol in washer fluid. Rubbing alcohol often has 'lubricants' like mineral oil added to the alcohol. Makes a streaky mess on glass.
