I don't think there's ever going to be a UNIVERSAL answer about mileage. High-octane fuel has less energy, but that's a very small percentage. It's got more to do with exactly what the engine-control system does to handle the change in octane. And combustion-chamber shape, sparkplug location, all that stuff conspires together to determine how bad are the consequences of dropping octane.
Most cars that are supposed to take regular aren't programmed to take advantage of premium. But what does a premium car do to handle regular? Nobody can change compression ratio, so mostly they retard spark timing. Saabs will change boost along with timing, but most others aren't as well-controlled.
