if you read the correspondence between Michelin and the FIA, it is clear that it did not matter if Ferrari supported the installation of a chicane in the turn. the demand for the use of a chicane in that turn, even if it was unanimous, would have been overruled by the FIA.
From the FIA to Michelin (see full text at link below):
"...it has been suggested that a chicane should be laid out in Turn 13. I am sure you will appreciate that this is out of the question. To change the course in order to help some of the teams with a performance problem caused by their failure to bring suitable equipment to the race would be a breach of the rules and grossly unfair to those teams which have come to Indianapolis with the correct tyres."
All in all, it's a very hairy situation, and I think the blame can be pretty evenly spread across the FIA, Michelin, and F1. But Ferrari came prepared for the race and honestly I don't feel they should be blamed for the unpreparedness, disorganization, and indifference of others involved with the race. I understand your point regarding Ferrari's sportsmanship (or lack thereof), but one needs look no further than the victory podium, where Schumacher and Barrichello did not celebrate the win, hoist the trophy, or spray champagne. They clearly did not feel good about this win, but points are points.
