I can see why Saab does it - in a country where winter nights last 22 hours, you drive around all the time with the headlights on. Might as well have them turn off with the ignition.
And as the others say, it is a corporate decision. Just like which side to put the gas filler. You can make pro and con arguments for both. Folks may want to have the headlights on when the ignition is off so that they can do something outside the car.
It isn't that the manufacturer is blissfully unaware of the feature. They have a reason for it. Is it a good reason? They think so - you may not agree. Welcome to choice.
