My salesman was frank about this. He got back to me with all the answers fairly quickly. In the mean time, I had also contacted Saab USA directly (ask for IDS), and gotten some answers. The extra difficulty in my case was that the '06 9-5 data was not even out to dealers, but eventually I got all information needed.
To answer your questions:
Travel Voucher - Saab USA sends you a $2000 check after you've paid for the car, which you have to do before you go pick it up. I've read here that Saab now offers some form of financing for ED; you may ask your dealer or Saab IDS about that.
Option Pricing - it was about 5% off, and then rounded, e.g. $525 for metallic paint.
Taxes - You have to pay your local sales tax, if your state requires you to. NY state does. I actually haven't paid them yet, since the dealer is in PA so I got a temp PA registration, and I still have to go to the DMV to get NY registration, and from what I know I have to pay sales tax to the DMV.
Timing of Delivery - I think there's an 8 week lead time minimum from when you place the order.
$130 Dealer prep - I'm not sure what this is. For Saabs there's normally a $720 'destination charge', which you don't pay for ED. There was no extra fee. I actually got a discount from the dealer for ordering two cars.
