San Diego
The mess in San Diego is what awaits all of CA if they continue with their liberal lefitist policies. And it will not end at CA, just look around the globe... all the states that have applied to much socialism are broke. Like France, Germany, Italy, Austria, Belgium etc. While there must be pension plans, these must be of the accumulative type and run by the private sector, with guidelines and supervision by the state. The only fix is... go broke like the Soviet Union and get rid of all the liberals during the anti leftist revolution. Sad but true. But before you get there you must first go through communism... like 50 years or more... now most of Europe is getting ready for that...
GM
The mess at GM is that they invested pension funds into GM... which has never been a great generator of wealth. The other problem at GM is their rather obsolete engine park. GM lacks modern fuel efficient gasoline/diesel turbo engines which they could put into their SUVs.

Coolknight
