I've tried the new windows image resizer, and much prefer IrfanView. I tend to do a lot of pictures at once, and use the batch conversion feature of IrfanView. It's extremely fast, and the quality is better than the same funtion performed by my Paint Shop Pro (admittedly an older version). I also love the thumbnail feature of IrfanView. 640 x 480 should allow you to use a rather low JPG compression and keep the file sizes very reasonable. I typically use 900 x 675 with compression set to 80 (100 being no compression) and file sizes are 50-200k depending on content. 640 x 480 is half as large an image, and also I have found even going to 70 or 60 compression doesn't change quality appreciably for most users and content. So you should be able to get some very small file sizes indeed, by today's standards. I would say 20-60k no problem.
