i was going thru a bike parts catalog today and found a 1/4 drive torque wrench that goes from 1 -20 Nm. not sure what that is in inch-pounds, but we have one at the store and we use it to torque headsets to like 3 inch pounds (that's what it feels like anyway)
it's gonna list for about $175 or so. check a local bicycle store, tell them it's in the Quality Bicycle Products catalog.
or get the craftsman for a lot less.
