You're going to get 10+ gallons of pet store water to start your 20 gal tank?
Totally unnecessary, but you'll definitely give the pet store employees something to chuckle over for the next week.
For a new tank, after setting up gravel, under-gravel filter, auxiliary hang-on-side filter, tank accessories, fill with water (tap if OK in your area, but use chlorine-remover, otherwise distilled from grocery store is fine), let everything run for a week. Add a few, simple (i.e., inexpensive, hardy) fish. Wait a week or so, if everything OK, add some more fish.
I do agree about limiting replacement water to 1/2 or less.
When I would clean my tank, I allowed the suctioned-out water to settle in a 5-gallon bucket, then dump about 75% of it back in. Repeat 2-3 times, top off with new water. Total replacement maybe 30%.
