try either MMO or some penetrating oil like PB Blaster
my neighbor's pressure washer pump siezed up a while ago, i squirted some penetating stuff in there and worked on the crank with a wrench. even fairly gently, it freed up within 6 or so moves of the wrench.
i let it sit no more than a few minutes before gently working it with the wrench
hopefully the piston isn't welded to the cylinder. if it is, it may have to come out and get filed (use a sharpening stone first))
maybe squirt some good synthetic motor oil in there before starting it as an offering to the oil gods
