This is an obvious ploy to appeal to certain types of voters. I don't know anything about Canadian politics, but scarily enough, this is the kind of thing that could actually gain serious attention in our very own Washington DC. But here in the States it could be just the tool to bail out GM and Ford. Make people sell old cars, and the boys in Detroit can lay deep discounts on everyone. Happy days would come again to dearborn and Woodland Hills.
Even better, let's do it like a "bottle bill," so you pay a 5% or 10% deposit when you buy a car and get it back when you trade it. You get less back if you go over the allowed mileage, like in a lease. But you have to trade--that's the rule.
Sorry. Knee jerk reaction. Had a bad day.
But really, this is nuts. Pollution is only part of the picture. If he really wants to do something focus on vehicles that get the worst mileage, especially in cities, where pollution is worse to begin with. Limit engine displacement. Or limit driving in cities altogether.
On a related note, consider the ad for the Nissan Vertis (mostly a rebadged Renault). They claim this little car gets a whopping 36 mpg highway. Will someone please tell me how that's significantly better than my 9-5 wagon that gets 32-33 at 75-80? Or my 10-yr-old 9K that gets 28-30 at the same speed? Both bought used, one for a bit more than a well-optioned Vertis, one far less.
