Having an expired inspection sticker of one state is not unlawful in another state. However, state employees have qualified immunity and, in a few cases, absolute immunity. In short, you can't touch them.
So a corrupt sheriff can give you a ticket and smirk saying "you tell that to the judge" and even arrest you. I've seen a policewoman smirk and give someone else a ticket saying "you have a Mercedes, you can afford it" when writing a parking ticket only to the Mercedes even though all the other cars parked in the no parking zone did not get tickets.
For practical purposes, you will be fine and won't have trouble unless the issuing state make trouble by saying that the inspection sticker was expired when you got a new one. If a gas station does the inspection, they are not asked to be a policeman and will simply inspect and give you a sticker.
